The Upper-Volga Terriotorial Inspection for State Geodetic Supervision (VVTIGGN) carries out control, supervision, permission and regulation functions in the area of geodesic and cartographic activities and it was established in Nizhny Novgorod in 1935 as the Inter-Department Geodesic Council, in 1965 in was re-named as the Upper-Volga Territorial Inspection for State Geodesic Supervision.

— Issue of state licences for topographic and geodesic activities.
— Assessment of documentation and decision making for issuing of licences for engineering and geodesic survey.
— Co-ordination of departmental regulating documents in geodesic supervision.
— Permission issue for completion of topographic, geodesic and cartographic assignments and their record keeping.
— Record keeping of geodesic points and supervision for their security.
— Record keeping of the major alterations and their identification on topographic and reference maps.
— Technical assessment of project and cost estimate documentation and consulting.
— Activities and services in the area of protection of a state secret (FSB licence No. 5 of 27.03.1996).
