As for “Soyuz-2.1B” carrier rocket it will be totally prepared for launching from Baikonur at 5:30 in accordance with Moscow time. Main definitions:

“Meteor-M (automatic space craft) – is one of the first perspective space crafts which is able to provide hydro meteorological support. Soyuz-2 – belongs to a family of three-level carrier rockets of the middle class. These rockets are used for bringing space crafts into low, middle and high sun-synchronous and geostationary orbits from existing rocket launching stations. At the same time it can also be used for launching piloted and cargo space ships according to International Cosmo Program.”
